What you pay, what you get, and where to ask.
The National Insurance Scheme (folketrygden) is the basis for many of your rights from NAV, such as sickness benefit and parental benefit. In Norway you are normally a member either as a resident or as an employee.
The National Insurance contribution (trygdeavgift) is calculated as part of your personal income and deducted from your pay together with your tax. For 2026, the rate on wage income is 7.6 percent for people aged 17 to 69. Younger and older people pay a lower rate of 5.1 percent. No contribution is due on income below NOK 99,650.
The rates are set by Parliament each year and have been falling slightly, so check the current rate with the Tax Administration.
Conditions apply to each benefit. NAV decides, so ask NAV about your own situation.
Some people stay in the scheme of another country, for example employees who are temporarily sent to Norway by their employer. This requires documentation from the authorities in the other country, and the rules differ depending on the country. Ask NAV or your employer before you assume you are exempt.
